Why Taobao checkout fails for overseas buyers
Taobao is designed for shoppers inside China. Prices are quoted in RMB, and checkout is built around Chinese payment systems. A card issued outside China frequently will not complete the purchase, which is why buyers from Ghana often reach the payment step and stop there.
The issue is not the item, and usually not the seller. It is that the checkout was never designed with an overseas card in mind.
The two ways around it
You can pay the seller in RMB where they are willing to receive it from an overseas buyer. Or you can buy through an agent who operates inside China, purchasing on your behalf and collecting RMB from you.

What to confirm before paying
